INTRODUCTION
Socio-Economic and Financial Assistance Division was established in July 2005 following restructuring of Department. The division was renamed on January 2014 as a Division of Productive Welfare in line with current developments.The Division has (4) units comprises of: -]

DIVISION FUNCTION
To coordinate the provision of financial assistance to target groups, and develop a strategic plan to improve the socio-economic status of beneficiaries towards independent living and to manage disaster victims based on the National Security Council (NSC) Order No.20.
Management of Financial Assistance Unit
To strengthen an efficient, competent and fast financial assistance management in order to achieve a predetermined.
Productive Welfare Unit
To plan, coordinate, monitor, and enhance the involvement of client's in productive welfare programs through the assistance of Launching Grants and inter-agency strategic collaboration networks in the aspect of fund / skill / expertise and monitoring in developing independent beneficiaries.
Crisis and Disaster Risk Management Unit
To coordinate and ensure the responsibility of the Department in disaster management according to National Security Council Order No. 20 (Revised) can be implemented efficiently and effectively.
Economic Empowerment Program (Prowell) Unit
To plan, coordinate and monitor the involvement of client's in Department Economic Empowerment Projects at the Department training centers and institutions.

MANAGEMENT OF FINANCIAL ASSISTANCE BRANCH
1) Planning and Management of Financial Assistance:
a. Secretariat of the Wild Animal Attack Fund;
b. Monitoring financial assistance payment on 1st 1HB (Cash / Bank); and
c. Immediate Financial Assistance Fund (TBS).
2) Monitoring Management of Financial Assistance;
a. implementation of financial assistance;
b. Report;
c. Analysis and Suggestions for Improvement;
d. Audit Feedback and
e. Monitoring of compliance implementation.
3) Planning and Management of Financial Assistance Budget:
a. Budget preparation;
b. Budget Policy/ New Policy / One Off;
c. Outcome Based Budgeting (OBB);
d. Distribution;
e. Monitoring of expenditure;
f. Expenditure Statistics; and
g. Monitoring (responsibility center) PTJ Financial Assistance.
4) Management of Financial Assistance Related System:
a. E-Bantuan;
b. MyIdentity
5) Management of complaint / Talian Kasih related on financial assistance; and
6) Provide feedback on financial assistance issue raised in Parliament.
PRODUCTIVE WELFARE
1) To plan, monitor and coordinate productive welfare programs for the department beneficiaries.
2) To monitor and coordinate Apprenticeship Training Allowance and former residents of institutions that attend skills training;
3) Creating collaboration Inter Agency Cooperation Network to develop beneficiaries towards self-reliance; on
4) To establish cooperation with various agencies such as the Department of Labor, MARA, Ikhtiar Malaysia, Ministry of Agriculture and other relevant agencies;in the field of granting of funds/skills/expertise and monitoring under the programme of productive welfare;
5) To analyze training needs / skills of productive client;
6) To prepare reports / statistics and recommendations for improvement of client engagement In productive welfare;
7) To monitor and coordinate input / information related to productive welfare for the purpose of documentation and advocacy;
8) To coordinate and implement personnel development programmes and self-improvement of client;
9) To develop modules that reduce client dependencies on department as an exit policy of financial assistance
10) To Evaluate the results of research on effectiveness of programs / activities to develop client towards self-reliance; and
11) To coordinate and monitor client support group among beneficiaries in all states.
ECONOMIC EMPOWERMENT PROGRAM (PROWELL)
1) To monitor economic empowerment projects in activity centers and Institutions;
2) To coordinate economic empowerment projects in activity centers and institutions;
3) To prepare and coordinate project reports from activity centers and institutions; and
4) To evaluate the effectiveness of economic empowerment projects in activity centers and institutions.
