INTRODUCTION
The Planning and Development Division (PP) is the core division in strategic sector of Social Welfare Department (JKM)
The division is responsible in various logistic support specifically in planning and research, evaluation of project and program, physical development, departmental information, Social Work development of skills and competency and the Director General of Social Welfare Incorporated operation.
In 2013, the Division has been reinforced and restructured to enhance its efficiency and effectiveness in line with its role as a thinker, planner and advocacy of various departments reforms and developments to meet the multi changing needs.

OBJECTIVES

The objectives of the Planning and Development Division are:
Ensure the strategic management of the Department andto ensure the aspects of planning, monitoring and evaluation are implemented effectively:
Determine the Department's development project to effectively support logistic element towards the accomplishment of the objectives of the Department;
Lead the development of skills in community care and services to produce skilled manpower;
Developing efforts towards enhancing the competency and professionalism in Social Work; and
To mobilize projects and economic activities of the Department via the Director General of Social Welfare Incorporated.

FUNCTIONS

There are five (5) major branches/units with its unique functionality:

PLANNING BRANCH/UNIT

Planning:

1. plan, coordinate, monitor and evaluate the Department's Strategic Planning;
2. plan, coordinate and evaluate Risk Management Plan; and
3. plan, coordinate, monitor and evaluate Department Change Management;

Research / Research / Outcome Assessment:

1. provide and determine the systems, processes and indicators of assessment / inquiry;
2. prepare and determine the framework and terms of reference of assessment / research;
3. prepare, monitor and coordinate evaluation / research execution schedules;
4. provide evaluation / research reports; and
spread the results of the assessment / inquiry;
5. process applications for research through the MyResearch system.

Statistics

1. collecting and updating data;
2. manage and prepare Department statistics; and
3. review and analyze data and provide reports.

2) PHYSICAL DEVELOPMENT BRANCH/UNIT
plan and coordinate Malaysia Plan (RMK) project applications such as, and repairing / upgrading of current institutions (PISA);

1. monitor Malaysian Plan (RMK) project implementation and repair / upgrading of existing institutions (PISA);
2. manage application for project land acquisition;
3. coordinate and provide Project Physical and Financial Reports;
4. identify and manage property of the Department (management, disposal, and land acquisition);
5. supervision, monitor and control of Federal properties update Department's immovable assets via MySpata System or other related systems; and
6. Development Project Monitoring System (SPPii) updates

4) SOCIAL WORK COMPETENCY BRANCH / UNIT

1. plan, coordinate and monitor the implementation of social work competencies at the Department level;
2. plan, coordinate and conduct evaluations on the Department's programs / services on the effectiveness of service delivery which in line with the Social Work Practical National Competency Standards;
3. plan and implement series of initiatives related to advocacy in enhancing Malaysia social worker professionalism based on the Practical 4. National Standard Competency on Departmental and Out-of-Department levels; and
5. secretariat to the Technical Committee in enhancing Malaysia's Social Work Professionalism.

5) RESEARCH AND DEVELOPMENT OF DEPARTMENT OF SOCIAL WELFARE

1. Research /Development / Evaluation Outcome;

4. Prepare, monitor and coordinate the implementation schedule of assessment / research;

6) MyResearch

MyResearch application is an online application system for conducting social research at the Department of Social Welfare. This system is a facility to process the registration and application for carrying out social studies students or academics. All services provided are free and can be accessed through http://myresearch.jkm.gov.my.

Objective:

1. simplify the application process research and development of students and academics;
2. being a one-stop information center for social research that is accessible and used by the public;
3. encourage students or academics doing research related to social and thus can contribute to the Department to provide the best service to the target group.

Doing Research in JKM : Applying via MyResearch Application

1. registration of applicants ;

2. confirmation of registration via e-mail;

3. login to MyResearch;

4. complete the application form;

5. send application;

6. receive application notifications agreed;

7. uploading the certificate applicant;

8. receive notification of application;

9. update report of the research activities; and

10. submission of a final thesis to the Department.

2) PHYSICAL DEVELOPMENT UNIT

Plan and coordinate the application of projects under the Ninth Malaysia Plan (RMK), and repairs / upgrading of existing institutions (PISA);
Monitor the implementation of projects under the Ninth Malaysia Plan (RMK) repairs / upgrading of existing institutions (PISA);
Manage the application of land acquisition for the project;
Coordinate and Physical and Financial Report of the Project;
Identify and manage real estate department (management, disposal and acquisition of land);
Monitoring and controlling federal property under the supervision of the Department;
Updating immovable assets to the Department MySpata system or other systems related yan;
Updating Monitoring System Development Project (SPPII).

4) SOCIAL WORK COMPETENCE UNIT

Plan, coordinate and monitor the implementation of the competence of social work at the Department;
Plan, coordinate and carry out an assessment of the program / service department regarding the effectiveness of service delivery in line with the National Competency Standards for Social Work Practice;
Designing and implementing a series of information and advocacy related initiatives to improve the professionalism of social work in particular on the National Competency Standards for Social Work Practice at the department and outside the department;
Secretariat of the Technical Committee for the efforts to increase the professionalism of the Malaysian Social Work.
