INTRODUCTION 
Community Service Order (CSO) division was established on February 1, 2007 tasked with the responsibility to plan and carry out community service order activities among   convicted offenders.  This division was established following the formation of the Parliamentary Select Committee, which was  chaired by YB Dato 'Seri Mohd Radzi bin Sheikh Ahmad, the then Minister of Internal Affairs,  to review the Penal Code (Amendment) Act 2004 and the Criminal Procedure Code (CPC) (Amendment 2004). This section comprises  three (3) branches as follows:
 
             1) Protection and Advocacy of Community Service Order Branch
             2) Implementation of Community Service Order Branch
             3) Empowerment of Community Service Order Branch
 
The division is also responsible for the  administration of the fourth Shelter Home (RP4) which is located in Kampung Masjid, 76400, Tanjung Kling Malacca. RP4 is a shelter for victims of human trafficking. It was officially placed under the auspices of the Social Welfare Department on August 15, 2013.

             1) Criminal Procedure Code, Subparagraph 293 (1) (e) (i) (ii) (iii)
                 (Youthful offender aged 18 years and below 21 years)
 
             2) Childs Act 2001 (Amendment) 2016, Section 31, Section 32 and Section 33,
                 (Adult  Offenders aged 18 years and above )
 
             3) Childs Act 2001 (Amendment) 2016, Section 91 (1) (da) and Section 97A,
                 (Child offender aged 10 to below 18 years
 
              4) Anti-Trafficking Act 2007, Section 44 (2) and section 51 (3)
 
TYPE OF TARGET GROUP

 1) Offender ordered serve a sentence of Community Service Order by the Court
 2) Victims of Trafficking (Male)

FUNGSI BAHAGIAN 

Bahagian Perintah Khidmat Masyarakat (PKM) ditubuhkan pada 1 Februari 2007.

Bertanggungjawab dalam merancang dan melaksanakan Perintah Khidmat Masyarakat kepada pesalah yang dijatuhkan hukuman Perintah Khidmat Masyarakat.

Pada 1 April  2013, Bahagian PKM telah dipertanggungjawab ke atas pentadbiran dan pengurusan Rumah Perlindungan Mangsa Pemerdagangan Orang (lelaki dewasa) di bawah Akta Antipemerdagangan Orang dan Antipenyeludupan Migran 207 { Akta 670 }

Bahagian ini terdiri daripada tiga(3) buah cawangan iaitu :

            i.   Cawangan Perlindungan dan & Advokasi
           ii.   Cawangan Pelaksanaan  Perintah Khidmat Masyarakat 
           iii.  Cawangan Pemerkasaan

PERKHIDMATAN BAHAGIAN PERINTAH KHIDMAT MASYARAKAT 

Penyediaan Laporan Sosial oleh Pegawai PKM bagi Pesalah  Muda sekiranya diminta oleh Mahkamah.

Pelaksanaan  PKM  kepada  Pesalah Muda, Pesalah Dewasa dan Kanak-Kanak yang diperintahkan oleh Mahkamah bagi menjalani Perintah Khidmat Masyarakat.

    PKM kepada Pesalah Muda dan Pesalah Dewasa berumur 21 tahun ke atas

3. Akta Kanak-Kanak 2002 [ Akta 611 ]
    Seksyen 2016 [ Akta A1511 ]
    PKM  kepada Kanak-Kanak yang berumur 10 hingga bawah 18 tahun.
